Governmental Bodies
The Woodlands is an unincorporated area operating independently of city government. Most residents are members of the two main community associations of The Woodlands – The Woodlands Community Association (WCA) and The Woodlands Association (TWA). These organizations contract with The Woodlands Community Service Corp. (WCSC) to provide municipal-type services such as:
-
Police and fire protection and emergency services
-
Park, pathway and streetscape maintenance
-
Coordination of one of the nation’s most successful Neighborhood Watch programs
-
Enforcement of the community's covenants and architectural controls
The funds necessary to provide these services come from assessments charged to residents according to the area in which they live and the value of their home. There are also associations and Residential Design Review Committees for each village that promote village events, maintain the integrity of homes and neighborhoods, and assist in the coordination of community governance.

Public Safety
The Woodlands takes the security of its residents and visitors very seriously. Community entities like The Community Associations of The Woodlands and the Town Center Improvement District coordinate a combined effort by several local law enforcement agencies that are dedicated to maintaining the low crime rate that continues to attract new residents and businesses to The Woodlands.
Police
Officers of the Montgomery County Sheriff’s office regularly patrol The Woodlands with assistance available from other agencies, including Montgomery County Precinct 3 Constable personnel and the Texas Department of Public Safety. In the Town Center area, law enforcement personnel from neighboring Shenandoah and Oak Ridge assist in law enforcement and traffic control.
Fire
The Woodlands Fire Department (TWFD) provides fire protection with its well-equipped and highly trained complement of full-time firefighters and trained EMTs, who also act as first responders in medical emergencies. TWFD has five locations within The Woodlands, and has a record of prompt responses. The Montgomery County Hospital District provides ambulance service to the area.
